B486 – Village Crossing – Phases 4 & 5

The Board received the following documentation* for the review of this case:

Original L1 and L2 Plans and revised L1 and L2 plans, dated February 24, 2012
Atty. Matthew Watsky presented a revised Phase 4 & 5 plan that detailed the relocation of Unit 79 in the Village Crossing subdivision.  Unit 79 has been moved close to “Court B”, next to units 160 and 162.  Unit 77 has been moved slightly south and away from the abutting property line.  The changes to the plan will not impact the approved drainage calculations and plans.  
Lee Hartmann noted that the project was originally approved for 84 units which has subsequently been reduced to 79 units.  Phases 1-3 have been approved and the proposed drainage calculations and plans have been peer reviewed and approved.  The proponents are now seeking approval of Phases 4 & 5.  The drainage mitigations cannot move forward without this approval.  
Marc Garrett asked those in attendance to stand and be counted in response to the following four questions:
  • Residents of the development who were supportive of Phases 4 & 5 as amended.  The count was twenty-two (22).
  • Non-residents of the development were supportive of Phases 4 & 5 as amended.  The count was seven (7).
  • Those in opposition to the amendments to Phases 4 & 5.  The count was zero (0).  
  • Those supportive of the amendments to Phases 4 & 5 that still had concerns.  The count was two (2).  
Bill Wennerberg was supportive of the proposed relocation of Units 77 and 97. Mr. Wennerberg suggested increasing the height of the evergreen trees shown on the landscaping key from 7-8 ft. to 8-10 ft. and adding a landscape feature similar to the one shown at the end of the driveway for Unit 87 to the end of the driveway for Unit 77.
Atty. Watsky agreed to both suggestions made by Mr. Wennerberg.
Tim Grandy was supportive of the relocation of Unit 79 and the increase to the buffer for the abutting, Healy property.  
Bill Wennerberg moved for the Board to approve Phases 4 & 5 of the Village Crossing development with the relocation of Units 77 and 79 as shown; the increase to the height of the evergreen trees to 8-10 ft.; and the additional landscape feature at the end of the driveway of Unit 77; Ken Buechs, second; the vote was unanimous (5-0).
Bill Wennerberg moved for the Board to determine that the project as amended and approved is compliant with the conditions of the original special permit and conditions outlined in the memo from staff dated January 19, 2012; Ken Buechs, second; the vote was unanimous (5-0).   
Tim Grandy moved to adjourn at 7:17 p.m.; Bill Wennerberg, second; the vote was unanimous (5-0).
